  Yes all of the bars are horizontal. Designed that way to allow your bird to fly anywhere around the cage. 2 horizontal perches are supplied with the cage too, and 3 feeder bowls.

  Yes, it is easy to move the cage away from its base. It can be taken off and re-attached quite simply.
